In sterling silver, this novelty match striker is in the form of a head with 2 eyes serrated to strike the matches on, the nose is a cigar rest, the mouth is an ashtray and the circular font at the top is to contain the matches (use your imagination to see the matches as a tuft of hair at the top!).
